Rajasthan and Madhya Pradesh governments on Monday said States are the best judges of what constitutes a threat to public order and urged the Supreme Court to rethink its decision allowing film Padmaavat to be screened in theatres. The States invoked Section 6 of the Cinematograph Act of 1952 to argue that the law provided for the State to finally decide whether exhibition of a movie would trigger public unrest.

The states' move comes against a backdrop of continued protests by right-wing groups, such as the Shri Rajput Karni Sena, which blocked traffic in parts of northern India on Sunday and shouted slogans demanding for a complete ban on the film.

Gujarat and Rajasthan issued notifications prohibiting the screening of the film.


The Convener of Karni Sena, Lokendra Singh Kalwi, talking to media persons in Ujjain on Thursday, said, "I would request Prime Minister to empower Union Cabinet to ban movies cleared by the censor board and which could not be challenged by the Supreme Court".

Earlier, the apex court had not only set aside the ban put by certain states on the release of the movie, but had also asked other states not to take similar recourse. The court has agreed to hear the petitions later on Monday.

The feelings of people should be respected who are ready to die for social cause.He further said that his organisation would make all out efforts not to allow screening of the movie in MP.


"We direct that there shall be a stay of operation on the notification and orders issued and we also restrain other states from issuing such notifications or orders in this matter", the SC bench said in its interim order. The top court, however, preserved that the states were under a constitutional duty to maintain law and order.

The CBFC suggested the makers of the film to change the title to "Padmavat".

The movie stars Shahid Kapoor as Maharawal Ratan Singh, the husband of Padmavati, and Ranveer Singh as Khilji who leads an invasion to try to capture the queen.
