The Human Rights and Alliance of Civilizations Room used by the United Nations Human Rights Council in the Palace of Nations

Syrian government forces have liberated another village in the militant-held enclave of Eastern Ghouta near the capital city of Damascus as they continue to gain ground in joint battles with allied fighters from popular defense groups against foreign-sponsored Takfiri terrorist groups.

The air strikes on a market in rebel-held Atareb in northern Syria last November 13 killed at least 84 people, including five children, and injured around 150 others, the UN Commission of Inquiry on human rights in Syria said in its latest report.

There were media reports of Syrian government forces removing lifesaving medicine and medical supplies, including insulin, before allowing the aid vehicles into Eastern Ghouta.

But they stressed that "the use of unguided bombs, including blast weapons, in a densely civilian populated area may amount to the war crime of launching indiscriminate attacks".

Wael Alwan, the spokesman for one of the main rebel groups in eastern Ghouta, Failaq al-Rahman, said Russian Federation was "insisting on military escalation and imposing forced displacement" on the people of eastern Ghouta, which he called "a crime".

Russia, a key ally of Syrian President Bashar Assad, leases a military base in Syria near the Mediterranean coast.

"People were afraid", he said, "They didn't want government troops to reach their doorsteps and kill them and their families", Khouli said.

The Observatory had earlier reported 18 dead in Ghouta on Wednesday.

Among the incidents mentioned in the statement were the November Russian strike in Atareb, which killed at least 84 people, along with three United States airstrikes on a school near Raqqa in March which killed 150 civilians.

The United Nations estimates 400,000 people are trapped under a government siege in the area. It says the rebels are also free to leave the enclave with their weapons and families unhindered.

The UN humanitarian coordinator in Syria appealed to the government to commit to a ceasefire on Thursday to let in an aid convoy containing medical supplies that were stripped from a delivery on Monday.

Laerke said the team found a desperate situation for people who have endured months without access to humanitarian aid.

Civilians gather near a convoy of Syrian Red Crescent vehicles Monday in Douma in eastern Ghouta, a suburb of Damascus, Syria.

Iyad Abdelaziz, a member of the Douma Local Council, said nine aid trucks had to leave the area after government shelling and airstrikes intensified in the evening.

Turkey views the main Kurdish militia in Afrin as an extension of the Kurdish insurgency within its own borders.

A ground offensive has followed the air campaign, with government forces retaking more than 30 per cent of the area of towns and farms in the last few days, seeking to split the rebel enclave into two to divide fighters.
