Boko Haram fighters resorted to attacking remote communities near Maiduguri after several attempts to penetrate the city were quashed, Nwachukwu said.
Most of the victims were killed while trying to escape the fight between the militants and the military, pointed out Dambatto, adding that the incident occurred around 20:00 local time.
One soldier was among the dead, the army said in a statement, which added that it had killed six insurgents and "neutralised" seven suicide bombers.
"When a wedding ceremony was taking place, five suicide bombers took advantage of the crowd and infiltrated the ceremony with explosives on them and detonated them killing themselves and injuring many others".
Banire said that recent weeks had seen a steady continuation of attacks on civilians in the three most conflict-affected states of Borno, Adamawa, and Yobe in the Northeast Zone of the country.
Rogers Nicholas, theatre commander, operation Lafiya Dole, said no soldier was killed by Boko Haram insurgents.
A gun battle broke out after the militants attacked the base with bombs, mortars and guns, a senior military officer in Maiduguri said on condition of anonymity.
The government has not disclosed which elements of Boko Haram it was in discussions with, and neither was it clear which faction carried out Sunday's attack.
However, it is unclear whether it was speaking to all factions of the group, which splintered two years ago. "Dealing with them is quite problematic".
