Storm Team4's Somara Theodore said that Ellicott City is positioned in a valley between two major streams in the Patapsco River. A spokeswoman in Baltimore County said the fire department has received dozens of calls about cars stuck in high water, as well as flooded basements.
Howard County Executive Allan Kittleman said the damage sustained Sunday is worse than what the city saw in 2016.
The floods hit the same scenic town that was slammed by a similar storm in July 2016. Howard County officials announced they were opening an emergency operations center to manage its response.
