I never cry. We're here to calm people but I just get stressed out about it all. Kavanaugh is among the most conservative of the judges for whom we have ideology data, with a score that puts him to the left only of the archconservative Clarence Thomas.

"I want you to look around for a second", Hussein told the crowd.

"Any time you're in a midterm election year, you're going to have a concern about whether your base will turn out", said one official. He proved instrumental in advancing gay rights, buttressing abortion rights and erasing political spending limits.

"It has been the greatest honor and privilege to serve our nation in the federal judiciary for 43 years, 30 of those on the Supreme Court", Kennedy was quoted as saying in a statement announcing his decision. She said her colleagues in the majority arrived at the opposite result by "ignoring the facts, misconstruing our legal precedent and turning a blind eye to the pain and suffering the Proclamation inflicts upon countless families and individuals, many of whom are United States citizens".

The 5-4 ruling, with the court's five conservatives in the majority, ends a fierce fight in the courts over whether the policy represented an unlawful Muslim ban.

Speaking to pool reporters about Kennedy's departure, Trump first heralded Kennedy as a man with "tremendous vision".

President Donald Trump the search for a replacement will begin immediately - and he'll pick from the list of possible justices he released during his campaign.

That body will consider Trump's latest high court nominee, requiring only a simple majority for confirmation.

"It will be somebody from that list", Trump said, speaking at a press conference with Portuguese President Rebelo de Sousa.

Even if the vacancy is filled before November, months of pre-election discussion of the court, and Trump's presumed fulfilment of his promise to appoint right-wing justices, could help boost Republican enthusiasm.

Kennedy was appointed by Ronald Reagan, and has held the key vote on such high-profile issues as abortion, affirmative action, gay rights, guns, campaign finance and voting rights. Kennedy wrote the landmark 2015 ruling that legalized same-sex marriage nationwide.

January 2018: Supreme Court agrees to hear oral arguments.

"But the issue before us is not whether to denounce the statements".

Republicans now hold a bare 51-49 majority in the Senate, although that includes the ailing Sen.

The U.S. Senate confirmed Gorsuch to the bench on a party-line vote in April 2017 after Republican leaders modified chamber rules to allow simple majority approval for the nomination.

Justice Kennedy, 81, will retire on 31 July, per his letter to Mr Trump.

While it is not clear whom Trump will nominate, the eventual nominee is likely to face resistance from Senate Democrats - who are still bristling from Senate Republicans' blockade of Obama-pick Merrick Garland in 2016 and would balk at the possibility of Trump hardening the conservative bloc on the court.
