"Now Senator Kyl can cast a vote for Kavanaugh's confirmation", Mr. Ducey said.
While shepherding Supreme Court picks, Kyl has not indicated he's a Trump loyalist, saying in a February interview that the president is a "phenomenon that has to be dealt with".
"Jon Kyl has a record he's worked across the aisle and he has been lauded by both sides of the aisle", Ducey said.
"There is no one in Arizona with the stature of Jon Kyl".
In a prepared statement, the governor's office said Kyl's "expertise on water and natural resource issues will be very beneficial to our state as we face new challenges in those areas", noting that Arizona State University's Kyl Center for Water Policy is named for him.
Graham and Lieberman were two of McCain's top allies in the Senate and his close friends - they were often called the "three amigos" - and their praise for his daughter came after she posted a photo of herself with them online reflecting that bond, calling the two senators her "uncles forever". Most people seemed to have believed that the couple should have sat this one out, using the hashtag #funeralcrashers to express their disdain. McCain had been absent in the eight months since, as he battled cancer at his home in Arizona.
"Former President Barack Obama eloquently summed up McCain's vision of the nation: "[McCain]:saw this country as a place where anything is possible and an obligation to ensure it forever remains that way, There are some things bigger than party or ambition or money or fame or power, there are some things that are worth risking everything for, principles that are eternal, truths that are abiding".
"He will serve at least through this session of Congress, and it is my hope he will serve longer", Ducey said.
Then the seat will be up again for a full six-year term. That's when McCain's current term is set to expire.
McCain's experiences in Vietnam would greatly alter the person he became upon his return, and his career in politics reflected that change.
During the funeral for Sen.
McCain is survived by his 106-year-old mother, Roberta; seven children; and his second wife, Cindy, who paused for an emotional moment with his casket during his memorial in Arizona last week.
Jon Kyl served in the U.S House from '87-'95 and the U.S. Senate from '95-2013. His clients at the firm Covington & Burling this year have included Qualcomm Inc., JW Aluminum, mining company Freeport-McMoRan, the Coalition for American Retirement and the private equity investor Gordon Sondland, who is co-founder of Aspen Capital, according to congressional lobbying disclosures.
"I will miss him as a friend, and a strong force for America and the world", Kyl said.
Tributes to McCain began Wednesday in Arizona and continued for the remainder of the week. "When you write the history of the Senate, he's going to be in the first chapter".
It's unclear what more Kyl, 76, will do in the Senate. And Kyl said he won't run for re-election.
